Improvements to Burlington’s Queensway Park, planned for at least the past two years, await approval from Conservation Halton before moving ahead because parts of the 2440 Glenwood School Dr. park fall within the conservation authority’s regulated area.
A tender for the project, which includes construction of a new playground, basketball court, asphalt pathway, shade structures, seating areas, and plantings of trees and shrubs, was awarded Feb. 22 this year to All The Best Paving of Hamilton for its low bid of $375,018.75. Construction was originally scheduled to start Monday, April 22 and close the park for the duration of the project — but the successful contractor had not yet mobilized by that date.
According to the City of Burlington’s project website, the entire park will be secured with security fencing during construction and there will be no access from Glenwood Drive or from a nearby townhouse complex.

Jim Case of All The Best Paving said there has been a delay in the city “obtaining permits to commence works.”
City spokesperson Sharon Will confirmed on April 23 start of the Queensway Park project is delayed while the city works with Conservation Halton “to ensure everything is in place to start construction.
“Permission from Conservation Halton is required to develop in an area regulated by that body,” Will said.
Mapping on the conservation authority’s website show parts of the park’s west side and north end, where an existing playground is located, fall within the regulated area.

Conservation Halton spokesperson Stephanie Demetriou said on April 24 the authority did not have all information required from the city.
The tender states the city will apply for all permits required, including municipal building permits, zoning certificates for shade structures, and Union Gas pipeline right-of-way crossing permit.
“The City will make an application to Conservation Halton for approval of the construction of all works associated with this project,” the tender states. “Any changes to the approved design or installation methods must be reviewed and approved by Conservation Halton staff prior to its implementation. The City will pay the permit fee.”
Substantial performance of work was originally scheduled by Sept. 20, with total completion and start of warranty period on Oct. 18, 2024. The warranty would have ended Oct. 17 this year.
A total budget of $550,000 was approved for the project in Burlington’s 2022 capital budget. The tender was issued on Jan. 17, 2024 and was awarded to All The Best Paving for its $375,018.75 low bid on February 22.

The project received 19 bids, ranging from the low bid to a high bid of $1,289,440.74. Six bids were over the approved budget while 13 were within the budget.
According to the tender, the project includes:
• The removal of playground equipment, playground pea gravel surface, playground structure, playground ground level components, playground swings, basketball equipment, plastic curbs, concrete footings, chain-link fence, planting, asphalt and granular base material.
• Tree protection fencing and Modu-Loc (or equivalent) site security fencing.
• Excavation, removals and disposal of excess soil etc.
• Rough grading, fine grading, topsoil application and sod placement.
• Supply and install asphalt and concrete surfaces.

• Supply and install concrete perimeter curbing and transition ramps.
• Supply and install subsurface drainage system for playground areas and sod areas.
• Supply and install engineered wood fibre safety surfacing.
• Supply and install site furnishings.
• Supply and install shade structures.

• Co-ordinate only the installation of playground equipment with City of Burlington selected playground manufacturer.
